- Whisk together the first six ingredients in a medium bowl.
- Mix in the carrots, stirring to combine thoroughly.
- Stir in raisins.
- Lay a lettuce leaf on each plate and place a scoop of the carrot mixture on top.
- Fold the lettuce like a taco shell.
- Add a protein such as canned chicken or tuna, or cooked chicken to make a meal.
