Water Leads or Shovel Ditches

Q. Is a water lead or a shovel ditch considered "surface water?" (Posted April 1, 2003)

A. No. For the sake of the  P risk assessment tools (PSI/PMT), surface water is defined as any permanent, continuous, physical conduit for transporting water.
